Qatar has successfully turned the tide in its confrontation with Israel, employing a shrewd summit strategy that has fundamentally shifted the power dynamic between the two nations. An emergency meeting of Arab and Islamic leaders in Doha acted as the fulcrum for this shift, moving Qatar from a defensive position to one of strength and initiative.
Initially, the power dynamic heavily favored Israel following its military strike and the issuance of an ultimatum by Prime Minister Benjamin Netanyahu. Qatar was in a reactive and vulnerable position. However, the decision to convene a summit was a proactive move that seized the initiative and put Israel on the defensive.
The tide turned because the summit internationalized the conflict, forcing Israel to contend not with one small state, but with a massive coalition. This coalition, comprising the Arab League, the OIC, and key Gulf neighbors, and indirectly supported by U.S. criticism of Israel, created a new reality on the ground.
