At least one person was killed and 15 injured in Russian attacks that overwhelmed shelter systems in Kyiv and Kharkiv, occurring as convergence of views was sought in peace negotiations. The strikes forced masses of civilians into overcrowded shelters while negotiators worked to align positions.
Mayor Vitali Klitschko warned that shelter systems were being overwhelmed as Kyiv experienced a “massive enemy attack.” The bombardment caused thousands to seek shelter, straining civil defense capacity. Shelter systems struggled to accommodate all residents as heat and water infrastructure was disrupted.
In Kharkiv, Iranian-made Shahed drones triggered shelter system activation that overwhelmed available capacity, as confirmed by Mayor Igor Terekhov. The drone strikes sent residents flooding into shelters, exceeding designed capacity. The northeastern city’s shelter systems have been repeatedly overwhelmed throughout the conflict.
Despite overwhelmed shelter systems, convergence of views was actively sought in Abu Dhabi. American, Russian, and Ukrainian representatives worked to align their positions on key issues including the Donbas region. The UAE foreign ministry described the talks as efforts “to promote dialogue and identify political solutions to the crisis.”
President Zelensky announced that peace proposals were “nearly ready,” suggesting some convergence of views had been achieved. He proposed creating a free trade zone in eastern Ukraine under Kyiv’s control following his meeting with President Trump. President Putin engaged with Trump’s envoys, as all parties sought convergence despite significant differences.
