The former Florida senator explained that monthly budget approval processes will verify that petroleum revenue allocates sufficient funding for police forces necessary to maintain security and prevent chaos. He characterized adequate law enforcement as foundational requirement for successful stabilization.
Rubio suggested that functioning police services protect ordinary Venezuelans while preventing criminal organizations from exploiting governmental transitions. He argued that Treasury oversight ensures interim authorities prioritize security rather than political patronage or authoritarian consolidation.
Democrats questioned whether American officials possess expertise to determine appropriate Venezuelan law enforcement funding levels. They challenged whether budget approvals constitute helpful oversight or inappropriate interference in domestic policy decisions better left to Venezuelan authorities.
The hearing also addressed healthcare funding priorities, preferential energy sector access, mandatory American goods purchases, and NATO alliance tensions. Rubio defended comprehensive Venezuela oversight as necessary given historical resource mismanagement under authoritarian leadership.
